Editorial — Weekly n°34-2026

A common thread runs through this selection: the voices of those who are least listened to. That of the very young, which the HAS learns to gather even before words. That of the child, a subject of rights too often invisible in our institutions as well as in public space. That of disabled people, from whom intimacy and decision are still confiscated. Listening is not enough, however: there must also be frameworks that hold. This issue equips them — from the framework of psychosocial skills to municipal levers against child homelessness, from the decree that will finally quantify the cost of home to methods for measuring the true value of patient data. On new consumption as well as on the genetics of screening, a single requirement: sourced benchmarks, without overselling. Selected, analysed, and decoded resources to move, more quickly, from reading to practice.

HEALTH PROMOTION

Psychosocial skills: from the framework to the whole school approach — three reference frameworks (CASEL, WHO, OECD)

The international scientific foundation (the five competencies) to move from isolated workshops to a sustainable institutional approach. Evaluation benchmarks to support — a way to audit an existing project or argue it to a funder. https://www.pratiquesensante.com/en/blog/practices-15/competences-psychosociales-du-referentiel-a-la-demarche-d-ecole-entiere-trois-cadres-de-reference-casel-oms-ocde-6132

Neither fully in nor fully out: navigating interdisciplinarity between health and human and social sciences

A reflective survey (10 interviews) on what interdisciplinarity does to health/SHS research pathways. Why a SHS "added afterwards" loses its critical function, and why co-construction from the project call changes everything. https://www.pratiquesensante.com/en/blog/practices-15/ni-tout-a-fait-dedans-ni-tout-a-fait-dehors-composer-avec-l-interdisciplinarite-entre-sante-et-sciences-humaines-et-sociales-6139

SOCIETAL AND ENVIRONMENTAL ISSUES

For a change in perspective on the child and the redefinition of their place in French society — Act 1 · Analysis and state of play

A state of play that questions the perspective held by society — distrust, invisibilisation, unheard voices. Figures, recent court decisions and international comparisons to inform awareness, training and advocacy. https://www.pratiquesensante.com/en/blog/practices-15/pour-un-changement-de-regard-sur-l-enfant-et-la-redefinition-de-sa-place-dans-la-societe-francaise-acte-1-analyse-et-etat-des-lieux-6135

Children without a roof, but not without rights — The power of cities to act against the exclusion of children related to housing

More than 45,000 children without a home: a rights issue translated into concrete and documented municipal levers. Mapping of State/department/municipality competencies and a self-diagnostic grid mobilisable in the community. https://www.pratiquesensante.com/en/blog/practices-15/enfants-sans-toit-mais-pas-sans-droits-le-pouvoir-d-agir-des-villes-face-a-l-exclusion-des-enfants-liee-au-logement-6138

PUBLIC POLICIES

Management and implementation at the territorial level of youth, civic engagement and sports policies for the year 2026-2027

The framework for reading grants, controls and priorities that will apply to structures. Protection of minors as an absolute priority, funding levers (Fonjep, FDVA, Guid'Asso) and points of vigilance to anticipate. https://www.pratiquesensante.com/en/blog/practices-15/management-and-implementation-at-the-territorial-level-of-youth-civic-engagement-and-sports-policies-for-the-year-2026-2027-6137

POPULATION HEALTH

Gathering and taking into account the views of children from birth to 6 years old

A HAS guide that transforms observation into a collection tool, from pre-verbal infants to 6-year-old children. Concrete techniques (mediated play, photo-voice, emotion cards) and benchmarks on consent, assent and biases. https://www.pratiquesensante.com/en/blog/practices-15/recueillir-et-prendre-en-compte-le-point-de-vue-des-enfants-de-la-naissance-a-6-ans-6130

Bibliography: Nitrous oxide and other new consumptions among young people

A single, up-to-date entry point: data, health effects, regional systems and legal framework 2026 brought together in one document. Usable for preparing an action, framing a team meeting or guiding a young person and their family. https://www.pratiquesensante.com/en/blog/practices-15/bibliographie-protoxyde-d-azote-et-autres-nouvelles-consommations-chez-les-jeunes-6141

THEMATIC APPROACHES

Sexual and reproductive health and rights — Summary in simple language — Annual report on the pillars of independent living

A European mapping, in simple language, of the obstacles to the emotional and sexual lives of disabled people: inaccessible premises, absent information, deprivation of privacy, guardianship that decides on their behalf. Examples of transferable projects, usable as is with the people concerned. https://www.pratiquesensante.com/en/blog/practices-15/sexual-and-reproductive-health-and-rights-plain-language-summary-annual-report-on-the-independent-living-pillars-6131

Economic evaluation of the use of a polygenic risk score to guide risk screening and type 2 diabetes prevention interventions

A Finnish study quantifies what a genetic test adds — and at what cost — to traditional risk detection. A medico-economic language to arbitrate the allocation of prevention resources, without yielding to "genomic everything". https://www.pratiquesensante.com/en/blog/practices-15/economic-evaluation-of-using-polygenic-risk-score-to-guide-risk-screening-and-interventions-for-the-prevention-of-type-2-diabetes-in-individuals-with-high-overall-baseline-risk-6133

MEDICAL AND SOCIAL ESTABLISHMENTS AND SERVICES

Cost survey of SAD: what decree no. 2026-769 of 11 August 2026 creates

The legal basis of the first major national cost survey of home assistance services for autonomy. Two immediate obligations: to inform individuals (right of opposition excluded) and to specifically authorise the staff responsible for data entry. https://www.pratiquesensante.com/en/blog/practices-15/enquete-couts-des-sad-ce-que-cree-le-decret-n-2026-769-du-11-aout-2026-6136

The territorial impact of API habitats: a systemic approach for sustainable projects

A common vocabulary (five dimensions of impact, reciprocity) to objectify what an inclusive habitat brings to its territory — and vice versa. A framework for dialogue with elected officials and local partners, not a ready-made dashboard. https://www.pratiquesensante.com/en/blog/practices-15/l-impact-territorial-des-habitats-api-une-approche-systemique-pour-des-projets-durables-6140

ACCESS AND QUALITY OF CARE

How to measure the impacts of using data reported by patients? — Quick review of the literature

A structured inventory of 46 variables in 10 categories to build an evaluation plan before launching a PROMs/PREMs collection. It also highlights what research has not yet measured: coordination, lived experience, organisational value. https://www.pratiquesensante.com/en/blog/practices-15/how-to-measure-the-impacts-of-the-use-of-data-reported-by-patients-rapid-review-of-the-literature-6134
