📌 This document provides a recent and quantified snapshot of a tension that every field actor encounters: parents who are well-equipped and confident in their own skills, but who feel overwhelmed as soon as their child enters secondary school and struggle to enforce the rules they set. It offers concrete guidelines for building a digital parenting workshop, framing a family mediation session, or supporting a prevention action: what the rules actually cover, what hinders their application, and what ages require what support. Useful for shifting from a guilt-inducing discourse to a well-equipped dialogue with families.

1️⃣ ANALYTICAL SUMMARY

Connected and confident parents, but aware of their own overexposure.

The survey questions 500 parents of children aged 8 to 16 about their digital usage and that of their children (p. 4). Parents are well-equipped: 97% use a smartphone at least several times a week, 85% a computer, 61% a generative AI tool (p. 12). They mostly consider themselves competent (84% on platforms, 65% on AI), this feeling being more pronounced among men and higher socio-professional categories (p. 14). However, 78% feel they spend too much time on the internet and screens (p. 15). Children's perceptions are ambivalent: one in two parents believes their child is safer at home, on a screen, than outside (p. 31).

A parental disengagement during adolescence and rules that are hard to maintain.

15-16 year olds catch up with, or even surpass, their parents: 80% watch videos daily (+14 points) and 58% play online (+24 points) (p. 20). From the start of secondary school (11 years), parents feel overwhelmed in skills (p. 23). 69% say they know what their child is doing, but this knowledge drops from 83% (8-10 years) to 59% (15-16 years) (p. 31). In terms of regulation, 60% supervise the moments, 54% the time, 51% the type of activities (p. 34); 42% use parental control software (p. 36) and 27% set no rules (p. 37). While 88% feel legitimate, only 27% actually find it easy to enforce them (p. 38).

2️⃣ KEY POINTS OF THE DOCUMENT

1️⃣ Dropout occurs at the start of secondary school. Parents of 8-10 year olds consider their child less competent than themselves (54%); at 15-16 years, only 16% think so — 84% then consider the child equally or more competent (p. 23). This is the central pedagogical shift of the document.

2️⃣ Parental knowledge of usage declines with age and varies by background. 69% of parents say they know what their child does online, but 83% for 8-10 year olds compared to 59% for 15-16 year olds; consensus among parents is less frequent among lower socio-professional categories (57%) and single-parent families (61%) (p. 31).

3️⃣ The gap between perceived legitimacy and the ability to enforce rules. 88% of parents feel legitimate in setting rules, but only 27% fully agree that it is easy to enforce them (p. 38). This "implementation gap" is the most operational support point for guidance.

5️⃣ The paradox of the "refuge home". One in two parents believes their child is safer at home, on a screen, than outside (p. 31), even though 65% consider screen time excessive and 45% report family conflicts related to digital issues (p. 32). 3️⃣ ACTION TRACKS FOR LOCAL ACTORS

1️⃣ Target support at the 11 years / transition to secondary school, a moment identified as a drop in parental competence (p. 23). A workshop "passing the baton without losing the link" is more relevant than an undifferentiated action for 8-16 year olds.

2️⃣ Work on the implementation of rules, not just their statement. Since 88% feel legitimate but only 27% find it easy to apply them (p. 38), direct sessions towards "how to maintain over time" (routines, co-construction with the teenager, conflict management) rather than "what to prohibit".

3️⃣ Prioritise audiences where parental consensus is more fragile : single-parent families (61 %) and PCS− (57 %) (p. 31). Adapt the arrangements (schedules, cost, childcare) to avoid reproducing the exclusion inherent in an “online only” survey.

4️⃣ Deconstruct the myth of the protective home in session: compare the “safer at home” (1 parent in 2) with the persistence of online risks (harassment, shocking images) (p. 26, 31), without dramatizing.

5️⃣ Use the distribution of rules (moments 60 %, time 54 %, type of activities 51 %, p. 34; 27 % with no rules, p. 37) as a self-positioning grid for supported parents: “where am I, what can I add?”.

6️⃣ Do not over-invest in parental control software as the sole solution. 42 % use it, but 9 % have abandoned it (p. 36): present the technical tool as support, linked to dialogue and presence (40 % spend time online with their child), not as a substitute.

Unmet needs / adaptations: the document says nothing about households distant from digital technology (excluded from the collection) nor about the actual usage of children (purely declarative data from parents). Any field action must fill these blind spots through direct listening to young people.

1️⃣ Does the survey cover La Réunion?

No. It is commissioned by the Technopole of La Réunion, but conducted on a national sample of 500 parents, with INSEE quotas (age, gender, socio-professional category, region) (p. 40). The results are not specific to the Réunion territory.

2️⃣ Do the data describe the actual usage of children?

No: they reflect what parents report about their child's usage (p. 41). It is a parental perception, not to be confused with an objective measure.

3️⃣ At what age do parents feel overwhelmed?

Many parents set rules. For example: screen time or screen-free moments. But setting a rule is easy. Enforcing it is difficult. Only 27 parents out of 100 say it is easy.

What worries parents

Parents are afraid of screen addiction. They are also afraid of shocking images. They are afraid of bullying.

One in two parents thinks their child is safer at home, on the internet, than outside.

7️⃣ CROSS-ANALYSIS — VALUES OF HEALTH PRACTICES

  • Literacy: the document does not offer tools graded according to levels of understanding; it instead notes discrepancies in perceived competence according to gender and social class (p. 14).
  • Empowerment: young people are neither questioned nor involved — only parents respond, including about their children (p. 41).
  • Participation: no co-construction mechanism is described; it is a descriptive survey, not a participatory approach.
  • Community health: the collective dimension is absent; the analysis remains focused on the individual household.

8️⃣ EVALUATION OF THE RELIABILITY OF THE RESOURCE

Scientific relevance : reference producing body (CREDOC), transparent and honest methodology regarding its limits — sample of 500 parents, online collection from 3 to 9 April 2026, INSEE quotas, acknowledged bias of excluding non-connected households (p. 4, 40). Points of caution: declarative (parental perception), modest sample (500) involving non-negligible margins of error on sub-groups (8-10 years: 21% of the sample, p. 41), and voluntary over-representation of 15-16 year olds related to the choice to respond for the eldest (p. 41), to keep in mind for any age-related reading.

Operational relevance : raised. The figures on the difficulty of enforcing rules, school dropout rates, and the distribution of rules are directly applicable in parenting workshops and prevention.

Identified internal inconsistencies (reported, not corrected):

  • Summary slide (p. 7): three unfilled reserved spaces — "digital platforms (%), digital tools (%) and even AI (%)" —, the percentages not having been inserted in the summary text (they appear on p. 14: 84%, 77%, 65%).
  • Vocabulary mismatch : the title refers to "teenagers" while the sample includes children aged 8-10, who are not.
  • Scope ambiguity : Réunion-based sponsor but sample presented as "national" (p. 40), without data specific to La Réunion.
  • Language approximations : "two-thirds" refers to either 69%, 65% or 68%; consistent by rounding, but should be clarified if you are citing exact figures.
