For field actors and decision-makers, this note clarifies the missions of SAAD Families based on an initial literature review and interviews: ASE and CAF intervention frameworks, practices, service organisation and roles of TISF and AES (p. 2-4). It presents the questions that will guide future recommendations, the ways families can participate in the work and the provisional timetable (p. 6-8). A document to understand the existing framework and anticipate the work, without yet constituting recommendations: their validation is scheduled for January 2028, not January 2027 (p. 8)

1️⃣ SUMMARY

Entered in 2024 by the DGCS, the HAS makes recommendations on the support of families by home help and support services for families (SAAD Families) (p. 1). These services intervene under the title of social assistance for children (1° of article L. 312-1 of the CASF) or the CAF as part of parental support (16°) (p. 1-2). Despite the reform of 2023 and decree n° 2025-747 of 1 August 2025, the note observes that professionals do not have a reference framework to guide their practices (p. 2). The exploratory phase identified three dimensions: the intervention framework, practices and the organisation of services, professionals and their skills (p. 2-4). The priority recipients are the professionals of all hierarchical levels of SAAD Families and the supported families and their children (p. 5).

2️⃣ WHAT TO REMEMBER

1️⃣ Observation: a framework without practical guidelines. No text defines guidelines on the response modalities that the interveners of SAAD Families can provide to the needs of families (p. 1). The specifications of the 2025 decree specify missions and functioning, but do not provide this framework (p. 2).

2️⃣ Observations from the exploratory phase. The interviews indicate a progression of interventions under the ASE to the detriment of those under the CAF, reducing the place of preventive actions (p. 3). The times for coordination and analysis of practice remain insufficiently recognised and funded (citation ADMR 2024, p. 4). According to some interviews, the profession of TISF remains poorly recognised and little visible (p. 4).

3️⃣ Recommendations to be developed, with families. The note provides for a multidisciplinary working group including notably families currently or formerly supported, as well as a working group dedicated to families (p. 7). Its provisional schedule mentions seven multidisciplinary working sessions from January to November 2027 and two sessions of work with families between February and April 2027, under the labels "7 multidisciplinary working groups" and "2 family working groups". A reading group is planned for October-November 2027, before a validation envisaged in January 2028.

3️⃣ TO ACT

1️⃣ Participation in the work — call for applications ongoing as of 19 October 2026.. The note provides for a multidisciplinary working group, a reading group and the collection of stakeholder opinions (p. 7-8). In addition to the note, the HAS published on 8 October 2026 a call for applications to form the working group, involving notably professionals and families currently or formerly supported. The application deadline is set for 2 November 2026. The files must be sent to saad.familles@has-sante.fr and include a CV, a letter presenting the experience and the knowledge on the subject, as well as, where applicable, a list of published works.

2️⃣ Existing tool explicitly cited — the specifications of the SAAD Families. The decree no. 2025-747 of 1 August 2025 sets the minimum technical conditions for the organisation and functioning of the SAAD Families; it specifies their missions and is intended for professionals, institutional actors and prescribers (p. 2).

3️⃣ Existing tools explicitly cited — PPA, DIPC, PPE. The services rely on the personalised support project (PPA) and the individual care document (DIPC), and participate, at the request of the departmental council, in the project for the child (PPE) (p. 3). The note specifies that the PPE, mandatory since 2007, remains unevenly implemented (p. 3, note 2).

The recommendations themselves are not yet available: no practice recommended by the HAS can be applied at this stage.

4️⃣ 3 PRACTICAL QUESTIONS

1️⃣ What distinguishes an ASE intervention from a CAF intervention? The CAF benefits are part of a voluntary approach by families and require financial participation. ASE interventions are carried out under administrative (with the agreement of the parents) or judicial mandate, and may be experienced as constraints (p. 3). The funding differs: CPOM possible on the department side, COF on the Family Branch side (p. 1).

2️⃣ When will the recommendations be available? The provisional timetable sets their validation by the HAS bodies for January 2028, after the work of 2027 and a reading phase scheduled for October-November 2027 (p. 8). The provisional circuit mentions the CSMS for the passage to the commission and the final validation (p. 10). The note does not specify a distinct publication date; January 2028 should therefore be presented as a provisional validation deadline, and not as a guaranteed date for availability. .

3️⃣ Will families be involved? Yes. They are among the priority recipients (p. 5), in the composition of the multidisciplinary working group and in a dedicated working group tasked with identifying needs, expectations, difficulties and improvement levers (p. 7).
