. The guide serves as support for implementing the entire system (p. 2). It describes step by step the preparation, administration and analysis of the questionnaire (p. 5-10). It reminds of the procedures to follow in case of disclosure: reporting to the prosecutor, concerning information, informing legal guardians (p. 7, 9-10). It provides ready-to-use materials: document for students with helpline numbers, examples of sessions, reformulations of questions (p. 12, 14-18). It also sets the rules for data retention and access (p. 11, 13).

1️⃣ SUMMARY

This guide accompanies the implementation of decree no. 2026-954 of 14 october 2026. All students, from the nursery class to the final year, benefit each year from a system in three parts: a session on sexual education (EVAR in the first degree, EVARS in the second), the provision of a questionnaire and, for students who may be victims, a meeting with a health-psycho-social professional (p. 2). The guide applies to public and private institutions under contract, with specific arrangements for the latter (p. 2, 13). It provides definitions (sexual violence, incest, sexism, consent, p. 4), then details the preparation, the organisation of the administration, the exploitation of responses, the protection of data and the resources to be provided to students (p. 5-12). The annexes offer examples of sessions and reformulations of questions (p. 14-18).

2️⃣ WHAT TO REMEMBER

1️⃣ An annual system, a voluntary questionnaire. The questionnaire is offered to all students unless there is a written opposition from the legal guardians, who are informed by letter at the beginning of the year without knowing the date (p. 6). Students are free to not complete it; it is on paper, digital formats are prohibited, and it can be named if the student wishes (p. 6, 8).

2️⃣ An organisation designed to act on the same day. Administration at the beginning of the day by a pair of teachers / health-psycho-social professionals, postponed if the pair is incomplete; first reading immediately afterwards to organise, before the end of the day, the safeguarding of students who need it, in particular in cases of suspected incest (p. 6). The analysis must not rely on software or artificial intelligence (p. 9).

3️⃣ Tools available in the guide. Five questionnaires according to the level, including one illustrated for non-reading students (GS-CE1), with FALC versions offered to those who need them (p. 6-7). The guide also contains a document for students with listening numbers (p. 12), examples of EVAR sessions (p. 14-15) and reformulations of questions from GS to Year 5 (p. 16-18).

3️⃣ TO ACT

1️⃣ Prepare the support for students before the assessment (action explicitly requested by the document). Involve health-psycho-social professionals in choosing the date; discuss among professionals the situation of students with special educational needs; read the questions aloud for the whole class if at least one student has reading difficulties (p. 5).

2️⃣ Complete and distribute the document intended for students (existing tool mentioned by the document). Include the names, days of attendance and contact details of the institution's professionals, next to the numbers 119, 3114 and 3018; for high school students, the 39 19 and the police/gendarmerie chat (p. 8, 12).

3️⃣ Collectively analyse the compiled results (action explicitly planned by the document). A high frequency of concerning responses should lead to reflection in a multi-professional team, to consider collective actions towards students and actions towards families, for example a parents' café (p. 9). A lack of knowledge of resources should lead to awareness-raising actions (p. 10).

Suggestion Health Practices: for associations and prevention services outside of National Education, to get closer to the establishments in their territory, the guide providing that accredited associations may intervene (p. 9-10) and that the dates are to be set by departmental coordination (p. 6).

4️⃣ 3 PRACTICAL QUESTIONS

1️⃣ Can a student refuse to answer? Yes. They can answer all or part of the questions, or not answer, and can request an interview even without answering (p. 8). The questionnaire is not offered if the legal guardians have opposed it in writing (p. 6).

2️⃣ When to inform parents after an interview? After the interview, taking into account the best interests of the child. If the alleged perpetrator does not live at home, and outside of suspicion of incest, the parents are informed immediately. If they live at home, particularly in cases of suspicion of incest, they are not informed: the justice system decides on their information (p. 10).

3️⃣ How long to keep the questionnaires? Until the end of the school year if they are non-nominative or without a situation of violence; a maximum of five years if they are nominative and contain a situation of violence, then destruction. Keep in a sealed envelope, in a locked cabinet or room (p. 11).
